Silent Calls
Ofcom has recently (December 2012) fined npower for making what it considers to be an excessive amount of Silent Calls. That is, the penalty was imposed specifically because it exceeded its allowance rather than because it made a single Silent Call!
We believe that ringing someone and hanging up without speaking (making a Silent Call) in any context is a misuse of the telephone system. It should therefore not be permitted at all, irrespective of how many successful non-silent calls an organisation makes to other people.
